Since 1990, the international community has started negotiations on international institutional arrangements to address climate change within the framework of the United Nations, and reached the United Nations Framework Convention on Climate Change in 1992, the Kyoto Protocol in 1997, and the Paris Agreement in 2015. This will serve as the political and legal basis for all countries to jointly address climate change.
Also in 2015, China will make ecological progress an important part of its 13th Five-Year Plan, implement the vision of innovative, coordinated, green, open and shared development, and implement a series of policy measures to optimize the industrial structure, build a low-carbon energy system, develop green buildings and low-carbon transportation, and establish a national carbon emission trading market through scientific and technological innovation and institutional innovation.
